COMMITTEE MEETING MINUTES

September 4, 2012

        The Finance, Service, Engineering and Gorman Farm Committee met at 6:00 pm on September 4, 2012 immediately following the special council meeting.  Present during the meeting were Council Committee members Hartman, Albrinck, and Schaefer.    Also at the meeting were Joe Huster, Jack Cameron, and Phil Schneider.


Gorman Farm

The Gorman Farm monthly report was submitted in writing and is attached.

Service Department/Engineering

James Jeffers could not attend the meeting and submitted the following information in writing concerning ongoing projects:

“Traffic Light Project

The decorative poles and mast arms are being set and construction of the signal systems will be proceeding shortly.
The existing poles at Inwood and Cunningham have been painted.  
The contractor has begun the sidewalk and curb ramps.

Glendale Milford Turn Ramp Repair/Striping

I have received one additional quote for repairing the turn lanes at Glendale Milford in concrete from Innovative Concrete for $29,493.75.  I am trying to get another asphalt price from Neyra Paving for a comparison.  Once this repair is complete I will get the striping completed.

Plateau Cul-de-sac

I have received a quote for performing this work.  The cost would be $37,060 for asphalt and $44,310 for concrete.  I am coordinating this activity with the Duffy's and should be able to commence work shortly.  I have been unable to speak with the Trammel's at the end of Plateau and I want to make sure that they are aware of the situation prior to beginning work.  I will reach them this week to resolve any issues.




Acton/Makro Street Lights.

I spoke to Mark Geisting of Duke and we should have a price this week for this work.

5/3 Demolition

The contractor has sent notification in for the demolition of the project and should be starting within the next couple of weeks.”

Other issues came before the committee as well.

Giverny Intesection

Phil Schneider addressed the committee as a representative of the Park Hills Homeowners Association.~ Essentially, Susan De Roos suggested some options to mitigate a problem at the Giverny/Glendale-Milford Intersection.~ She addressed the matter to the homeowners association and suggested a sign noting it is one lane and possibly striping on the pavement.~ While not being 100% convinced that the solution would resolve the problems with the intersection, the Home Owners Association endorsed the idea.

Councilmember Hartman explained that she met with a resident of Park Hills who suggested that properly placed mirror would help resolve the issue.  Jim Bothe suggested that the Service Department could easily install plastic lane dividers to force drivers into one lane.

After some discussion, the committee recommended that the following action be taken:
  • Jack Cameron insert a notice concerning the proposal in the newsletter so that people can give the Village feedback on the matter.
  • Jim Bothe will install the dividers as soon as the newsletter runs.
  • In the meantime James or Jim Bothe will explore the cost and advisability of the mirror option.
Ash Trees
  
        Jack Cameron and Joe Huster advised that money is needed to remove the dead and dying Ash trees in the right of ways and then to plant a different species of tree.  The committee recommended that the funds necessary be appropriated or transferred into appropriate budget line items at the next Council meeting.

        GE facility Water Management and Sedimentation Control Permit

        There will be an ordinance approving a Water Management and Sedimentation Control Permit for the owner of the GE facility at the end of St. Rita Lane.  James reported that the application meets all requirements.


        Finance/Administration

        Because of the holiday, the Financial Reports, other than the tax administrator’s report, were in completed.  There was no discussion of these.  The tax administrator’s report shows that the Village earnings tax revenue is running about $450,000 ahead of last year.

        Joe Huster reported that he is meeting with department heads concerning the 2013 budget and the projection of the unencumbered balance for the budget year of 2012.  These should be ready for the October meeting.

        Jack Cameron brought up the current suggestion for the employee appreciation event.  The plan this year is to have a picnic at the Zoo for the employees and their families.  Jeff Albrinck said that his law firm has hosted similar events and they worked well.  Councilmember Schaefer expressed reservations.  Councilmember Hartman thought the idea was a interesting change from the usual dinner event.  The committee approved the suggestion.


The meeting adjourned at 7:00 pm.
